The Council conclusions on the revised EU list of non-cooperative jurisdictions for tax purposes (C/2023/437) were published in the Official Journal of the EU on 23 October 2023, including the addition of Antigua and Barbuda, Belize, and the Seychelles as non-cooperative jurisdictions (Annex I), as well as the removal of the British Virgin Islands, Costa Rica, and the Marshall Islands.
