Finland to Suspend Tax Treaty with Russia

The Finnish government has announced plans to suspend the application of the 1996 income tax treaty with Russia. Although Russia has suspended the application of certain provisions of the tax treaty since August 2023, Finland has continued to apply the treaty provisions unilaterally. A formal government proposal for the suspension by Finland will be prepared and, if approved, the application of the treaty is to be suspended by Finland from 1 July 2026.
