France Removes Fiji, Samoa, and Trinidad and Tobago as Non-Cooperative, and Adds Vietnam

France published the Decree of 15 April 2026 in the Official Gazette on 26 April 2026, which updates the list of non-cooperative states and territories. The list includes the following 11 states and territories: American Samoa, Anguilla, Antigua and Barbuda, Guam, Palau, Panama, Russia, Turks and Caicos Islands, U.S. Virgin Islands, Vanuatu, and Vietnam.
